Water Heater and Fixture Price Index: What Manufacturers Charge, 1990 to 2025
The short answer
Producer prices for domestic water heaters rose 304 percent between 2000 and 2025, more than three times the 87 percent rise in consumer prices, according to the BLS Producer Price Index. Since 2019 they are up 51 percent against 26 percent for the CPI. Plumbing fixtures and fittings rose 98 percent since 2000, close to general inflation.
Where the index stands
The Producer Price Index measures what manufacturers and service providers receive, before distribution and installation markups. It is the cleanest federal measure of whether the equipment a plumber installs is getting dearer, separate from labour. This index gathers the nine PPI series that cover water heating and plumbing fixtures and the two that price plumbing contractor work itself. The copper, brass fittings and faucet series are covered in our plumbing prices since 1990 report and are not repeated here.

How the index is constructed
Water heaters became 116 percent dearer in real terms since 2000
Formula. Ratio of the water heater PPI’s growth to the CPI-U’s growth, 2000 to 2025.
Calculation. (626.2 / 155.2) / (321.9 / 172.2) = 2.16.
Finding. Relative to everything else consumers buy, a water heater’s factory price has more than doubled since 2000. Contributors include steel and copper costs and successive federal efficiency standards, which required more insulation, better burners and, for large electric units, heat pump technology. See our water heater efficiency standards guide. This index cannot attribute the rise among those causes.
Limitations. A PPI tracks the price of a defined product over time and BLS adjusts for quality changes where it can. Some of the measured rise may still reflect better products rather than higher prices for the same product.
Fixtures have tracked inflation; water heaters have not
Formula. Change in the plumbing fixtures and fittings PPI and the water heater PPI against the CPI-U, 2000 to 2025.
Calculation. Fixtures and fittings +97.6 percent; water heaters +303.6 percent; CPI-U +87.0 percent.
Finding. Toilets, sinks, tubs and faucets have kept close to general inflation for 25 years. Water heating equipment is the outlier, and it is the largest equipment item in most residential plumbing jobs.
Limitations. WPU105 is a broad group mixing fixtures with fittings and trim. Individual products within it may have moved differently.
Contractor service prices rose faster than inflation since 2019
Formula. Change in the PPI for nonresidential plumbing and HVAC contractor work against the CPI-U, 2019 to 2025.
Calculation. +32.2 percent against +25.9 percent.
Finding. The price of contracted plumbing and HVAC work, which bundles labour, materials and margin, rose about six points faster than consumer prices. With equipment up more, contractor margins have not obviously widened on this evidence.
Limitations. BLS does not publish a residential plumbing contractor PPI. The nonresidential series is the closest available.

Data limitations
- PPIs measure producer prices, not what a homeowner pays. Distribution and installation add margins that this index does not capture.
- Index levels are not prices in dollars and cannot be compared across series, only changes can.
- The vitreous china fixture series (WPU1052) was discontinued in 2014; the industry series PCU327110327110 is used for later years and covers pottery and ceramics as well as plumbing fixtures.
- Some 2025 and 2026 values are preliminary and BLS revises them four months after publication.
- The plumbing and heating valves series (WPU11490205) ends in 2023 and is excluded.

- Why your new water heater costs so much more than your last one
- Toilets kept pace with inflation; water heaters did not
- Electric water heaters lead a 25-year equipment price surge
- Plumbing contractor prices outran inflation after 2019
Common questions about the index
How much have water heater prices gone up? At the manufacturer level, 304 percent from 2000 to 2025 and 51 percent from 2019 to 2025 (BLS PPI WPU1066).
Have water heaters risen faster than inflation? Yes. Consumer prices rose 87 percent from 2000 to 2025; water heater producer prices rose 304 percent.
Are electric or gas water heaters rising faster? Electric: +336 percent from 2002 to 2025. Non-electric: +286 percent over the same years.
Have toilet and sink prices risen? The plumbing fixture manufacturing index rose 42 percent from 2019 to 2025; the broad fixtures and fittings index rose 98 percent since 2000.
Is this what I pay at the store? No. The PPI measures what manufacturers receive. Retail and installed prices include distribution, labour and margin.
Is there a price index for plumber labour? BLS publishes one for nonresidential plumbing and HVAC contractor work, which rose 32 percent from 2019 to 2025. There is no residential equivalent.
